COUNCIL MEETING MINUTES

July 12, 2010

 

Call to Order:

Monday, July 12, 2010, the regularly scheduled meeting was called to order by Mayor John Austin at 6:30 P.M.. 

 

Pledge of Allegiance

Roll Call

The following Council members were present:  Brenda Cannell, Greg Lucas, Jean Davis, John Austin, Clifford Allen, and Michael Amidon.    Member absent was Mary Ann Horne.  Also in attendance was T. Jemetz, Borough Manager; Ritchie Marsh, Solicitor; and Marie Lander, Assistant to the Manager.  Guests included: Kathy Amidon; Mike Gido; Wes Hakanen; M J Campbell, Washington Township Liaison; and Amber Wellington of the Edinboro News.

Minutes:

Mayor Austin introduced the minutes from the June 14, 2010 Regular Council meeting and Public Hearing. Brenda Cannell moved for approval of the minutes as printed and Greg Lucas seconded.  The minutes passed as presented by 6-0 voice vote.

 

Public Participation:

Mayor Austin opened the meting to public participation.

Being no residents interested in speaking, the Mayor moved on to old business.

 

OLD BUSINESS:

Committee Reports: 

Finance Committee:  Jean Davis stated that the committee met today  and individually on June 30th to review invoices, purchase orders, and 6 month financial review..

 

Jean Davis moved to approve the bills dated June 28 of $259,039.31 and July 12, 2010 of $ 44,976.51.  Clifford Allen seconded and the motion passed by 6-0 voice vote.

 

Jean Davis introduced payroll ending June 12 paid June 18, 2010 of $61,130.84, payroll ending June 26 paid July 2 totaling $84,013.59.  Michael Amidon moved adoption of payroll as presented and Clifford Allen seconded.  The motion passed by 6-0 unanimous voice vote.

 

 Ordinance Review Committee:  Jean Davis reported that the codification was not ready for review yet since they were waiting for Department Head input.  A meeting will be scheduled as soon as it is available.

Ordinance 577 still have not been finalized by FEMA for our advertisement and adoption.

Ordinance 580 is still waiting for final draft from Erie County Planning.

 

Ordinance 581 regarding Municipal Aggregation of Electric is at legal counsel for review and we are still waiting for rates before advertising for the 2nd reading.

 

Street, Buildings & Grounds Committee:  Clifford Allen reported that he got a call regarding the playground structure and Manager Jemetz stated it was already in review. 

 

Greg Lucas reported that they should also look for community service project for someone that there was graffiti on the Chestnut Street playground.

 

Clifford Allen also suggested that next year when the Public Works paints the parking space lines on Lakeside to angle park them so we have a better chance that when they pull back out they will be going the correct direction on the one-way street.

 

SOLICITOR’S REPORT:

            Solicitor Marsh reported that he worked with Manager Jemetz on the KEC litigation and they met with HRG and Bond Counsel of KEC and gave them additional days for completion.  Water tower space lease is still in discussions.  They asked for wording changes to be completed by the end of June and know they have more review.  The final item he was working on is the geothermal wells being proposed by Edinboro University near our water well.

MANAGEMENT REPORT:

            Manager Jemetz updated Council on many items from the sewage plant project; 6N Willow/Elm St storm sewer Phase II landscaping; Beech Street full reclamation to start July 19th Monday; library sidewalk project getting easements; Joint Planning Commission met June 9th and agreed to changes and next meeting July 14th; PennPRIME grants; Police Union negotiations began July7th and will meet again on July 14th; Swift911 system available on webpage; EUP Geothermal wells meeting tomorrow with Moody & Associates, Halmi, & Legal to draft letter response; credit cards being used but not VISA in the front office;  July 14th the Superintendent of General McLane will be meeting with Manager; and 6 month budget to actual review is on your desks for review.

The Crawford Beach has been closed because of the 30 day geometric means calculation must average below 126 which is very low.  Manager Jemetz asked if there was any problem with moving the guarded Beach to Onda Beach which has low readings historically.  He asked to initiate it next week if there was no opposition.  With the closure we have saved funds of 1 lifeguard.  One lifeguard ahs been cleaning the bathhouse and informing people of the lake closure.  If we open Onda Beach we will need a job johny and two lifeguards.  It was recommended to put this announcement on the scroll and website to start next week.

Minutes from the ECTCD is in the packets and a vote is anticipated in the near future for a new tax collector.

Code Enforcement, Planning, and zoning reports are also on your desk for the month of June.

 

 

 

 

COMMUNITY LIAISONS:

           

PLCM Liaison: Clifford Allen stated that the 111th convention was attended by Brenda Cannell, Mary Ann Horne, Manager Jemetz, and himself.  The 112th convention will be in the City of Erie at the Sheraton Convention Center.  We will showcase our community and encourage people to stay longer to see what we have here in Erie County.  The Dates are June 22-24th with a playground project to be held on Tuesday at the Gridly Elementary.  

A task force has been formed with three meetings to be held one in August at University of Pitt, September at State College, and October in Reading.  The topic is core cities in crisis and hopefully we will get a roadmap to guide us to 2010.  November it will be approved by PLCM and in January 2011 present to the new Governor to help with legislations.

Mayor Austin congratulated Clifford Allen on being appointed the President of PLCM at the 111th PLCM Convention.

 

Joint Planning Commission:  Greg Lucas reported that they meet July 14th and he hoped amendment approval by commission and then bring it back to the Council for approval.

COMMUNICATIONS:

            U-COMP 2009 dividend was received in the amount of $128.

 

Letter form Edinboro Senior Citizens Acting Vice President Rita Lucas thanking Manager Jemetz for his talk about his time spent in Iraq..

 

Being no other communications, Mayor Austin moved on to new business.

 

NEW BUSINESS:

 

Being no new business, Mayor Austin asked for a motion to adjourn.

Adjournment:

Greg Lucas moved for adjournment, and the meeting was adjourned at 7:00 P.M.
