COUNCIL MEETING MINUTES
February 11, 2008
Call to Order:
The following Council members were present: Michael Amidon, Jean Davis, Clifford Allen, H. Robert Cannell, Greg Lucas, Dennis Travis, and Mary Ann Horne. Also in attendance was T. Jemetz, Manager; Solicitor Ritchie Marsh; Dave Zamierowski Code Enforcement Officer, and Marie Lander, Assistant to the Manager. Guests included Erin Phelps, Kristen Morhl, Tela Bryant, and M Moeslein, Edinboro News.
Mayor Horne introduced the minutes from the regular Council meeting held January 28, 2008. Michael Amidon moved for approval of the minutes. Greg Lucas seconded, and the minutes were approved by a voice vote of 5-0-2 with Robert Cannell and Dennis Travis abstaining because they were not at the meeting.
Being no one present requesting to speak the Mayor moved on to old business.
Committee Reports:
Finance Committee:
Jean Davis reported that they met today to review invoices and purchase orders and found no bills out of the ordinary. They would like an executive session following the meeting for a personnel matter.
Jean Davis moved approval of the bills to be paid February 11, 2008 totaling $83,427.08 and Robert Cannell seconded. The motion passed by 7-0 voice vote.
Jean Davis moved approval of the payroll ending January 26th that was paid February 1, 2008 totaling $55,557.75. The motion was seconded by Michael Amidon and passed by 7-0 voice vote.
Personnel Committee:
Robert Cannell reported they met on Feb 7, 2008 to do Civil Service Commission oral testing of applicants. There were 13 candidates for one position. The committee spent twenty (20) minutes with each so the process lasted from 4 to 9 pm, which he felt was very time consuming. There are several good candidates from Wesleyville, Oil City, Erie, and EUP. We were all pleasantly surprised. Next meting is February 18th at 6:30 p.m. to interviews for Design Review/Building/Housing Review Board; and Zoning Hearing Board Alternate.
Ordinance Review Committee:
Clifford Allen had nothing to report.
Streets, Buildings & Grounds Committee:
Greg Lucas stated that the sign on Mill Street North stating right hand turn only was missing. He asked that any street lights not working be reported to the police department to notify Penelec. He also wanted to tell the public works staff they are doing a good job with the snow and ice.
Solicitor Marsh had nothing to report.
The Municipal Authority passed the amendment in their By-Laws this evening.
Manager:
Manager Jemetz report was in the packets for Council’s review and comments. Manager Jemetz reviewed his report with Council. It was noted that the Tree Removal Bids were opened and awarded by the Municipal Authority this evening to Byler Lumber. A proposed amendment to the zoning ordinance was to be sent to the Ordinance Review Committee for consideration. Management has obtained this from State College and would like the Council to consider the amendment. It was agreed to send it to legal after the Ordinance Review had reviewed the information.
Community Liaisons:
Washington Township Liaison:
Jean Davis reported that they were exploring the Tech School for printing things. They also discussed an ordinance regarding senior citizen housing and Jean felt that a copy should be obtained and sent to the Ordinance Review Committee for consideration.
Authority Liaison:
Jean Davis reported that they met tonight and the Municipal Authority amended their By-Laws to allow for another member, having (2) two nominated by Washington Township that is qualified per the Municipal Authorities Act and the Borough Council appointing the most qualified.
Other Old Business:
H. Robert Cannell reported he attended the Library meeting. They saw the architect’s drawings for the new library with the next meeting in March to discuss fund drive. Jean Davis asked that the Borough estimate the amount the Borough paid in heat, janitorial, rent, and utilities for the last twenty (20) years for submission as donation by the Borough to the Library.
New Business:
Rita Lucas letter commending the Water Department Staff was in the packets. It was agreed that a copy should be added to Mr. Dave Mihalak’s personnel file.
Notice was received from PLCM stating we are one of the municipalities selected as Penn PRIME Peak Performers. Clifford Allen informed Council that the Borough had to qualify for the award based on having a loss ratio of less than or equal to 30%, having been a member for at least 3 years, and having a State-certified safety committee for the year ending 12/31/2006. We will be receiving a check for $1,000 in appreciation of our continued support to the Trust. This is a way they thank municipalities for their support and good job of management keeping the loss ratio down and for Dave Zamierowski’s work as heading the Safety Committee for the past several years.
EXECUTIVE SESSION:
Mayor Horne adjourned the meeting to executive session at 7:22 p.m. to discuss personnel matter. Manager Jemetz and Dave Zamierowski, Code Enforcement Office as well as Solicitor Marsh attended the executive session.
Council returned at 8:15 p.m. Mayor Horne reported they discussed personnel matters and in that discussion they reviewed the Manager’s self evaluation of 2007. Dennis Travis stated the Manager had done a magnificent job and he moved to authorize a bonus of $4,000 to Manager Jemetz. The motion was seconded by Robert Cannell. Discussion followed. It was noted by many Council members what a magnificent job that Manager Jemetz has done, his professionalism, working well with people, showing leadership to management, and changes in taxation were just a few of his accomplishments noted. The motion passed by 7-0 voice vote.
Greg Lucas moved for adjournment, and the meeting was adjourned at 8:22 P.M.
