Council Minutes

January 28, 2008

 

Call to Order:

            Mayor Horne called the meeting to order on Monday, January 28, 2008 at 7:03 p.m..

 

Roll Call: 

            Clifford Allen, Michael Amidon, Jean Davis, Greg Lucas, and Mary Ann Horne were present.    Members absent were H. Robert Cannell and Dennis Travis.  Others present included Manager “TJ” Jemetz; and Assistant to the Manager Marie Lander.  Guests present were Perry a student from EUP; Adam McCarrison; and Meghan Moeslein of the Edinboro News.

 

Approval of Minutes:

            Jean Davis moved approval of the organizational meeting and regularly scheduled meeting minutes of January 7, 2008.  Clifford “Kip” Allen seconded the motion and it passed by 5-0 voice vote.

 

Public Participation:

            Mayor Horne asked if any one wished to speak.  Two students present were there for class requirements but stated they had no questions at this time.

 

Mayor Horne moved on to old business.

 

Old Business:

            Appointments of Council members by Mayor Horne for 2008 Council Committees and liaisons was in the packets.

 

Committee Reports:

Finance Committee: Jean Davis reported that they met today in a very informative Finance meeting.  They met with the auditor to get the new parameters of the audit since Enron.  They asked if there was anything in particular we would like reviewed.  Finance had nothing in particular but if any member had a concern they should get to them today.   The committee also talked with Chief Craft regarding 2007 figures compared to budget and income and he had done an excellent job.  We also discussed the canine and task force.

 

Jean Davis moved acceptance of bills as presented for January 28, 2008 of $113,586.09.  Michael Amidon seconded.  The motion passed by 5-0 voice vote.

 

Jean Davis moved authorization to approve payroll ending January 12, 2008 and paid January 18, 2008 totaling $58,221.34.   Michael Amidon seconded the motion and it passed by unanimous 5-0 voice vote. 

 

Ordinance Review: 

Chairman Kip Allen requested a meeting with Jean Davis the previous chair to go over outstanding items.

Personnel Committee:  

Chairman Cannell was not present but discussion on interviews for the opening on the Municipal Authority and Design Review/Building/Housing review Board and also the interviews for the Civil Service Commission oral testing apportion was discussed an members Kip Allen and Mary Ann Horne were to discuss possible dates after the meeting.  It was noted that with the Washington Township addition to the sewer plant the Municipal Authority Board would increase from 5 voting members to 6 per the agreement.  The applicants who live in the Township but own property or a business in the Borough would be interviewed for this position.

 

Streets, Buildings, & Grounds:

Chair Greg Lucas asked about the note regarding signage on 6N and Route 99 intersection.  Manager Jemetz stated he reviewed the signage and it was adequate. It was agreed the meeting was not needed.  Clifford Allen stated it was brought up to him and as long as it was reviewed he so no reason to have the meeting.

 

Solicitor’s Report:

            Manager Jemetz stated that he had asked the Solicitor to attend the February 11th Authority and Council meeting instead of this meeting.  It was noted that the requests from the Solicitor to EUP’s counsel still had no reply.

 

Manager Report: 

            Manager Jemetz reviewed his written report in detail with Council.

            Manager Jemetz stated that the Municipal Authority was advertising for bids for the tree removal and the bids are due by January 31st at noon. 

 

            Clifford Allen requested an executive session at the end of the meeting to discuss a personnel matter.

 

FINANCE:  It was reported that the Attorney General’s office was doing a 2005-2006 Pension audit. Our appointed CPA’s were in this week for the financial year 2007 audit.

 

POLICE:

            Police Reports for December were in the packets for review. 

            Michael Amidon commended the Chief for a job well done.

 

Code Enforcement/Planning/Zoning:

            Monthly report was in the packets for review.

 

Community Liaisons:

            PLCM:  Clifford Allen reported that as Legislative Committee Co Chair for PLCM, his committee met Governor Rendell and the Governor was receptive to the committee’s priorities.  Next meeting will be in March.  Council will look forward to an update from Mr. Allen on legislation.

 

            Washington Township:  Greg Lucas noted that the next meeting is Tuesday.

 

COMMUNICATIONS:

Notice form Gazette Newspapers regarding legal advertisement was in the packet.  Mayor Horne stated that the Borough was already using the Edinboro News for legal advertisement and was happy that they were in the Borough and attending the meetings.

 

Being no further communications the Mayor moved on to new business.

 

NEW BUSINESS:

            Mayor Horne stated that they needed to advertise an opening on the Zoning Hearing Board.  Clifford Allen asked why the resignation letter was not in the packet for Council.  Marie Lander stated that the Borough office did not receive a letter.  Each Council member received the letter directly.  The office only knew about the resignation, because a Council member informed them of the letter and it was then put on the agenda.

 

            Being no further new business, Mayor Horne asked for adjournment to Executive Session to discuss a personnel matter.

 

EXECUTIVE SESSION:  Meeting adjourned to executive session at 7:25 p.m. for discussion on a personnel matter.

 

            Council returned at 8:08 p.m. from executive.  It was noted that they discussed a personnel matter which was permitted under the Home Rule Charter.

 

Adjournment:

            Clifford Allen moved for adjournment, and the meeting was adjourned at 8:10 P.M.
