The following Council members were present: Caroline Rhodes, Jean Davis, Robert Gray, Charles Brand, George Finney and Paul Snyder. Council member absent was Mayor Clifford Allen. Also in attendance were E.R. Buck McFadden, Borough Manager; Ritchie Marsh, Solicitor; and Marie Lander, Assistant to the Manager. Guests present were Jim Parker, Bridget Jeffery, Nancy Crawford, and Hilary Hoffman.
Deputy Mayor Rhodes introduced the minutes from the Regular Scheduled Council Meeting held May 7, 2001. Jean Davis moved for approval of the minutes and Robert Gray second. Motion passed by 4-0-2 voice vote.
Being no one interested in speaking, Deputy Mayor Rhodes moved on to old business.
Final draft of the Employee Safety Program Manual was handed out to Council for review with the resolution to adopt being put on the June 11th agenda.
Public Water Emergency Response Agreement was continued to be tabled.
Deputy Mayor Rhodes stated that there was still one vacancy as alternate on the Environmental & Shade Tree Advisory Committee.
An application was received from Barbara Ann Jacobs, 111 Beau Drive, for the position of alternate on the Zoning Hearing Board to expire February 10, 2003. Deputy Mayor Rhodes requested the personnel committee schedule an interview. Charles Brand requested that Ms. Jacobs be contacted to see if Wednesday May 30th at 6:30 p.m. was convenient.

Deputy Mayor Rhodes informed Council that June 25th, July 9th, and August 13th there would be no meetings this summer unless there was an emergency meeting. This would allow for vacation with one meeting per month.
Cable TV Committee: Robert Gray, Chairman - Reported that he had taken a copy of the presentation from Brenden Baker, EUP communications intern to Coaxil Cable Business Manager.
Finance Committee: Jean Davis, Chairman - Schedule meeting June 4th at 6:30 p.m. to review the first quarter 2001.
Ordinance Review Committee: Caroline Rhodes, Chairman - Schedule meeting June 6th at 6:30 p.m. to discuss anti noise ordinance.
Personnel Committee: Charles Brand, Chairman - Schedule meeting May 30th at 6:30 p.m. to interview applicant for alternate on Zoning Hearing Board.
Recreation Committee: Charles Brand, Chairman - Manager McFadden stated the July 4th traffic patterns to be finalized tomorrow.
Public Safety Committee: George Finney, Chairman - No report.
Streets, Buildings & Grounds Committee: Paul Snyder Chairman - No report, but he understood there was an investigation into using prison labor to do sidewalks. Charles Brand stated it was being done in Albion and Meadville and he thought the Manager should look into it through the governor's office.
Town-Gown Committee: Mayor Allen, Chairman - Manager McFadden stated EUP had the week of June 4th and June 18th available and he needed to confirm with Mayor Allen and Jean Davis on their availability.
Letter from Attorney Marsh to James Property solicitor was available for review regarding curbs and sidewalks on Darrow Road.
Solicitor Marsh reported that the meetings with Washington Township regarding DEP EHB Docket 2000-125 R were progressing.
Deputy Mayor Rhodes introduced the bills for payment. Jean Daivs moved approval of the submitted bills totaling $83,061.97 dated May 21, 2001. Charles Brand seconded the motion and it passed unanimously by voice vote of 6-0.

Deputy Mayor Rhodes introduced the payroll ending May 11, 2001 paid May 18, 2001 totaling $45,291.12. Jean Davis motioned for the acceptance and Charles Brand second. With no objections the payroll was approved by 6-0 voice vote.
Manager McFadden informed Council that the Wastewater Collection and Treatment Department had hired an employee Frederick Keller in order to increase attention to the collection and conveyance system as budgeted in the 2001 budget.
Police reports were available for review for the month.
Manager McFadden noted that a written response from McKean Township Supervisors stating they were not interested in participating in the Schools Resource Police Officer was received. Also in a newspaper article regarding Franklin Township meeting it noted they were also not interested at this time. Dave Anthony, Washington Township Manager has requested further information on this subject.
BOCA/CODE ENFORCEMENT
Code Enforcement Officer monthly report was available for review as well as letter to EVFD regarding practice drill May 12th.
Draft agreement with developer of Holmstrom property was tabled until June 11th meeting. Manager McFadden stated that Rob Kennerknecht, WWCT Superintendent; Butch Shafer, Water Superintendent; and John Patterson, Lake Engineering were working with the applicant on details and had no objections to the terms and conditions of the contract.
Notice of Zoning Hearing Board hearing June 6, 2001requested by Christine King and Michael Wahlenmayer to extend a legal non-conforming structure at 115 Cherry Street was available for review.
PUBLIC WORKS:
Monthly report and recap of dock information was available for review.
Deputy Mayor Rhodes requested a motion to close the bidding for 1400 gallons rubberized joint & crack sealing material applied complete in place per specification. George Finney motioned and Jean Davis second to close and open the bids. With no objections the motion passed by unanimous voice vote of 6-0. Manager McFadden opened the one bid by Russell Standard Corporation of Fairview, PA. The bid included a 10% bid bond from Kemper Insurance and a bid of $10.30 per unit in place for a total bid of $14,420. Management recommended accepting the bid not to exceed budget amounts

without Council approval. Charles Brand motioned and Paul Snyder second to accept the bid of Russell Standard Corporation of Fairview, PA at unit price of $10.30 per gallon of rubberized joint & crack sealing material applied, complete in place per specification not to exceed over budgeted amount without Council's approval. With no objections the motion pass unanimously by 6-0 voice vote.
The Environmental Shade Tree and Advisory Committee met May 9th. Jean Davis reported that they discussed where trees were planted and were in the process of locating more sites for trees when trees come available. They were also checking the tree survey for accuracy when the leaves come out on the trees.
Caroline Rhodes noted that there was still compost available and the information should be made available to the residents.
Deputy Mayor Rhodes requested information on the Pontoon Boat and what it would be used for this year. Manager McFadden explained that the Police would use it for water calming, crowd control, 4th July event, and safety; dive team of EVFD will use it for the Triathlon and as needed; Lake Foundation will use it for research and restoration. Washington Township has agreed to be a forth contributor toward the boat with the Lake Foundation, EVFD, and the Borough. The boat, motor, and trailer equipped will be budgeted for $8,000 with each participant contributing $2,000.
Deputy Mayor Rhodes asked if all boats are advised of the Zebra Muzzles and if signage was up and visible. Jean Davis also asked if testing was started yet? Manager McFadden stated that Tom Schruers and John Marchese have begun testing as well as other entities but no figures requiring shut down of the beach has been reported.
WASTEWATER COLLECTION & TREATMENT:
Deputy Mayor Rhodes noted the letters to Robert & Margaret Matthews as well as Mr. Walker of Tarbell Lane were available for review.
Manager McFadden reported that the Mill Street replacement was being finished today since the company missed the lateral from the laundromat last week.
Monthly department report was available for review. Charles Brand asked why 214 Elm Street had two shut offs? Manager McFadden would check into this to see if it was a miss-print. Paul Snyder asked if something could be done on Monroe Street between Maple and Hickory where the crew had filled in with large stones that were

settling. Charles Brand reported it was a new catch basin because of flooding of some basements in the area last year.
COMMUNITY DEVELOPMENT/PROJECT COORDINATION:
Deputy Mayor Rhodes noted that the Community Development/ Project Coordinator's monthly report was available for review. She asked that the Manager look into the codification grant and the grant for the bike path to see if they could be available for summer work. Paul Snyder requested the Manager provide information on the shared bike path for further discussion.
Communication received included a letter to the newspaper form Ella Pahls of the Food Pantry appealing to the public for help with attaining funding for ample parking to the Food Pantry. Jean Davis stated she had attended the Washington Township dedication of their new building which was very nice and she thought maybe the old building was being turned over to the Public Works department and there maybe room available for the Food Pantry. Manager McFadden would pass this information on to Ella Pahls.
Also received was a letter from DEP regarding a watershed-focus of the department. A meeting would be held on May 22 in Meadville at 7:00 p.m. which Manager McFadden and Lake Keeper John Marchese would be attending.
The Edinboro Lakeside Association Spring 2001 newsletter was available for review. Deputy Mayor Rhodes stated that it was nicely done with issues covered well. Nancy Crawford stated it was done by George Knight, President of the Edinboro Lakeside Association. Jean Davis requested a letter be sent to Mr. Knight congratulating him on a great job.
The last item of correspondence received was from Prime Watch second quarter 2001 of PLCM giving update information on Zoning lessons.
Being no further communications the Deputy Mayor moved on to new business.
Being no new business to come before the Council, Deputy Mayor asked for a motion to adjourn.

· T-21 Department of Transportation Grant - Sidewalk project over Darrow Road Bridge and West Normal Street Bridge and Route 6N Bridge - Application in progress.
· Shared Municipal Services Grant - WWCT camera equipment to be partnered with another municipality. - Grant in beginning stages.
· DCNR - Bike Trail Lakeside - Extension of the bike trail to Route 6N. Federal Program - Davis - Bacon Wage Rates will prevail. In progress.
· COPS Technology Grant - Equipment would allow a link to each patrol car with department's computer system to access information from the federal NCIC computer data base, the PA CLEAN computer data base, communicate with other patrol cars and police agencies and allow access to those data bases in a secure manor. In progress with 999, EmergyCare, Borough of Edinboro, Lake City & Union City Police Departments.
· Single Application for Assistance - Community revitalization program - will apply for funds for Codification - In progress.
· DEP Alternative Fuels Grant - To promote the use of an alternative fuel. Application requested.
Downtown Center - Mainsteet Manager - Mainstreet Visioning with the Chamber of Commerce.
