Call to Order:
The following Council members were present: Charles Brand, George Finney, Mayor Clifford Allen, Jean Davis, Robert Gray and Paul Snyder. Member absent was Caroline Rhodes. Also in attendance were E.R. Buck McFadden, Borough Manager; and Marie Lander, Assistant to the Manager.
Mayor Allen introduced the minutes from the Regular Council Meeting held December 18, 2000. Jean Davis moved for approval of the minutes and George Finney second. The minutes passed unanimously by voice vote 6-0.
Being no one wishing to speak to Council, Mayor Allen moved on to Old Business.
Employee Safety Program Manual and Public Water Emergency Response Agreement were continued to be tabled.
Mayor Allen informed Council that the request for WWCT connection & termination billing formula policy change was adopted in Resolution 1-2001 at the reorganization meeting prior to this meeting.
Cable TV Committee: Robert Gray, Chairman reported that he met with General Manager Chris Lovell. This summer if equipment arrives we should be seeing Digitial cable and internet options available. He also learned that the HBO guide would no longer be mailed to residents. Mayor Allen requested that Mr. Gray ask Coax Cable to put this notice on the cable for public information.
Streets, Buildings & Grounds Committee: Paul Snyder Chairman reminded Manager McFadden that the review of downtown project is needed as soon as possible since the CDBG report is due in the next six to eight weeks. Council agreed that December 6th at 10:00 a.m. for a walk through for all those interested.

Mayor Allen stated that recently the Manager was requested to send letters to the House Representatives and Senators in our area for support in funding for sidewalks and bridge on state property on 6N East. He requested that EUP also be contacted to have them send letters in support of the funding to House Representatives and Senators.
Order from Judge Renwand scheduling status conference march 9, 2001 at 2:30 p.m. was in Council packets for Council's information.
Mayor Allen noted that information on the Earned Income Tax meeting of GMSD and Attorney Marsh would be forthcoming.
Robert Gray asked about the settlement of Penn Union Corporation and Teledyne Industries, Inc. Manager McFadden stated that our attorney and theirs is in an ongoing communication on a potential settlement offer.
Mayor Allen introduced the bills for payment. Jean Davis moved approval of the submitted bills totaling $23,266.22 dated January 3, 2001 and Charles Brand seconded. The motion passed unanimously by voice vote of 6-0.
Mayor Allen proceeded in acceptance of the payroll as submitted for the period ending December 16, 2000 and paid December 29, 2000 totaling $43,585.47. Jean Davis moved approval of the payroll and Charles Brand seconded. The motion approving the payroll, overtime reports, and supplemental time sheets passed unanimously by voice vote 6-0
Mayor Allen noted that information on the increases of employee hospitalization was included in the packets as Council had requested.
Manager McFadden informed Council that the new dispatch was operational and running smoothly. Edinboro University is aware of our procedures and a meeting is scheduled next week with the dispatchers and the last week of this month with EUP. It has been mutually agreed to monitor each other's frequency in vehicles.
Charles Brand requested information on the Lake being down. Manager McFadden stated that Tom and John had informed him that they would be removing

another board to let the Lake down to five feet. In the past weeks it had been filling as fast as it was draining. Jean Davis asked if it was dangerous for ice fisherman? Manager McFadden stated that notices from the Fish Commission were up but they were weathering and he would look into having new signs. Robert Gray ask if the Borough was monitoring holes and weak ice? Manager McFadden stated that it is fishing at your own risk. The Borough would be monitoring the effect of lowing the Lake and the zebra muzzles. It was recommended that a copy of the Fish Commission notice be put on the Cable station, and sent to newspapers and to television stations in the area.
Mayor Allen informed Council that he had received a letter from a family who had a wedding at the Ramada Inn and that they were not pleased. Mayor Allen requested permission to forward it on to the Ramada. After discussion it was agreed that the letter should be sent on to the Ramada and it should be reviewed to see if it should be sent on to the Board of Health also.
Mayor Allen instructed the Personnel committee to do a year end review of the Manager. He also instructed the Manager to do a year end review of his management staff.
With no further business Mayor Allen asked for adjournment. Jean Davis motioned for adjournment, and with no objections it was unanimously approved by 6-0 voice vote at 7:42 p.m.
