Call to Order:
Ms. Rhodes took nominations for Mayor. Jean Davis motioned to nominate Caroline Rhodes as Mayor, second by Mary Ann Horne. Christopher Gillette motioned to nominate Paul Snyder and H. Robert Cannell seconded. Jean Davis motioned to close nominations for Mayor and Mary Ann Horne seconded. With no objections the motion to close nominations passed 7-0 voice vote. Manager McFadden tallied ballots for Mayor as Caroline Rhodes 4 and Paul Snyder 3. Caroline Rhodes won the nominations as Mayor by ballot vote.
Mayor Rhodes asked for nominations for Deputy Mayor. Jean Davis nominated Paul Snyder as Deputy Mayor and Christopher Gillette seconded the motion. Robert Gray motioned to close nominations and unanimously appoint Paul Snyder as Deputy Mayor. With no other nominations Paul Snyder was unanimously appointed Deputy Mayor by a 7-0 voice vote.
Mayor Rhodes asked Council for their preferences for Council Committees and Liaisons to be turned in so she could meet with Deputy Mayor Snyder and set up new committees for 2003.
Mayor Rhodes asked for nominations for Manager, Secretary, and Treasurer. Jean Davis motioned the nomination of Edward R. McFadden and seconded by Robert Gray. Being no other nominations the nominations were closed and E.R. McFadden was unanimously re-appointed Manager by a 7-0 voice vote.

Mayor Rhodes introduced a letter received from Attorney Marsh of Marsh, Spaeder, Baur, Spaeder & Schaaf Attorneys at Law requesting to remain as solicitor for the year 2003 with the same rate as 2002, a hourly rate at $100/hour. Mary Ann Horne motioned the appointment of Attorney Marsh as Solicitor for year 2003 and Jean Davis second. The motion passed by voice vote of 7-0.
Mayor Rhodes asked for a motion to designate depositories. Jean Davis motioned to appoint PNC Bank, Northwest Savings Bank, National City Bank, Merrill Lynch, and PLIGIT as depositories of funds for the Home Rule Borough of Edinboro. Paul Snyder second the selection of depositories of funds. The motion passed unanimously by voice vote of 7-0.
Paul Snyder motioned to appoint Borough Manager & Assistant to the Manager as representatives to make requests of Berkheimer Associates and receive tax information and records. H. Robert Cannell seconded the motion and it passed unanimously by voice vote of 7-0.

Jean Davis motioned and Mary Ann Horne seconded the re-appointment of the above listed committee, board, and commission members. Motion passed by 7-0 voice vote.
Manager
was instructed to advertisement for opening
on Environmental Shade Tree Advisory Committee, Zoning Hearing Board, and Civil
Service Commission will be made.
